Conference Tackles Legal Obligations and Compensation on Biosafety Regulations in Vietnam

Legal obligations and compensation in the field of biosafety is one of the important components stipulated in Article 27 of the Cartagena Protocol on Biosafety (CPB) and specified in the Nagoya-Kuala Lumpur Additional Protocol on legal obligation and compensation in the framework of the CPB. Vietnam has joined the international treaties mentioned above and has the responsibility to build up the regulations to implement the provisions on legal obligations and compensation on biosafety in Vietnam.

On July 19, 2016, the Department of Biodiversity Conservation (VEA) in collaboration with the Program for Biosafety Systems (PBS) organized a conference on "Legal Obligation and Compensation on Biosafety and Proposed Regulations in Vietnam" in Hanoi.

Vietnam officially became the 23rd member of the Additional Protocol in 2014. The Government has assigned the Ministry of Natural Resources and Environment in coordination with concerned ministries and organizations to develop a decree on legal obligation and compensation on biosafety. The conference was held to provide information and update international experience in implementation of the legal obligations and compensation on the field of biosafety, as well as proposed related regulations in Vietnam.

The conference speakers and participants include Dr. Gregory Jaffe, Director of Biotechnology Project, PBS; Dr. Hoang Ly Anh of Hanoi Law University; Assoc. Prof. Dr. Pham Van Toan of Vietnam Academy of Agricultural Science; and scientists in the field of biotechnology, agriculture, and environment.
