Ukraine to Harmonize GMO Regulations with EU by August 2026

Ukraine is bringing its agricultural biotechnology legislation closer to the European Union (EU) standard by revising its regulations. Starting in August 2026, the country will implement the law "On State Regulation of Genetic Engineering Activities and State Control over the Placement on the Market of Genetically Modified Organisms and Products." The comprehensive framework consolidates existing EU directives into a single document, effectively legalizing the use of genetically modified organisms (GMOs) in Ukraine under strict conditions of official registration.

According to Myroslav Pariy, co-founder and director of the Ukrainian Scientific Institute of Plant Breeding, the new approval process requires applicants to submit a detailed GMO dossier to a State Commission. This commission will conduct rigorous risk assessments before providing registration recommendations to the ministry. Once an organism is approved and added to the state register, an official permit for its use will be granted. Pariy noted that after Ukraine officially joins the EU, this national register will eventually be phased out in favor of fully adopting standard EU rules.

A core pillar of the upcoming legislation is the absolute traceability of GM products across the entire supply chain, from seed to final consumer. Seed suppliers will be legally required to disclose GM content, and producers must issue formal declarations when selling or marketing these goods. To accommodate plant varieties, a dedicated section will be introduced into Ukraine's existing registry. This meticulous documentation system will apply to both domestic circulation and international trade, ensuring strict compliance with standards for GM admixtures and overall food safety.
