USDA Seeks Public Comments on Two Genetically Engineered Cotton Varieties

The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is seeking public comments on two petitions from Bayer Crop Science LLC to deregulate genetically engineered (GE) cotton varieties. The petitions cover GE cotton resistant to multiple herbicides and GE cotton resistant to damage from several lepidopteran pests.
The first petition covers Mon 96012 cotton, which is resistant to five herbicide groups: glyphosate, glufosinate, dicamba, triketone 4-hydroxyphenylpyruvate dioxygenase (HPPD)-inhibiting, and PPO-inhibiting herbicides. The second petition covers cotton resistant to pests including tobacco budworm, cotton bollworm, old world bollworm, Australian budworm, fall armyworm, and soybean looper.
The public has 60 days, from September 21 to November 20, 2026, to submit comments and scientific information on the petitions and draft Plant Pest Risk Assessments (PPRAs). Comments can be submitted using docket numbers APHIS-2026-1387 for the herbicide-resistant cotton and APHIS-2026-0859 for the insect-resistant cotton.
