
India's DBT to Set UP Biotech Research Council

India's Department of Biotechnology (DBT) will establish the Biotechnology Industry Research Assistance Council (BIRAC). BIRAC will act as an interface between academia and private industry particularly tailored to the needs of the small and medium enterprises (SMEs) and start-up’s. In addition, the DBT will also implement a novel Biotechnology Industry Partnership Programme (BIPP) by earmarking 30% of the department's total budget to strenghten public-private partnership initiatives in new areas. These were some developments announced by Shri Kapil Sibal, Union Minister for Science and Technology and Earth Sciences, at the inauguration of the 95th Indian Science Congress, Andhra University, Visakhapatnam last January 3, 2008.
Union Minister Sibal likewise announced that the Department of Science and Technology (DST) will initiate multi-pronged initiatives to promote innovation in the country including availing assistance from the World Bank and partnership of countries like the United Kingdom. Assistance from the Federation of Indian Chambers of Commerce and Industry has also been sought to help draft an "Innovation Law" that will involve the private sector in policy formulation.
