          Toepfer, Executive Director of UNEP, in his speech to Prepcom II in
          New York (January 2002), encouraged the World Summit on Sustainable
          Development to ensure broader access to biotechnologies: "The
          advantages of biotechnology should be affordable and made available
          to developing countries- while ensuring that those countries have the
          ability to assess the risks, and benefits, of genetically engineered

          is developed and applied safely without harming the environment or
          threatening human health, and it must be done equitably, taking advantage
